Securing facilities and overcoming obstacles
The Federal Protective Service (FPS), a law enforcement agency under the Department of Homeland Security, is tasked with protecting approximately 8,500 facilities nationwide, including federal courts, TSA headquarters, and other high-value locations such as federal courthouses. FPS employs roughly 1,500 personnel, including 1,000 sworn law enforcement agents, but relies on a 15,000-strong contract guard force to fulfill its mission.
Delivering nationwide protection inherently involves complex workflows, ranging from alarm monitoring and security coordination to hiring and administrative processes, all managed by a small headquarters element. Some of these tasks are time-intensive and resource-heavy, particularly when it comes to manual processes like policy management, updating directives, and onboarding personnel. With hiring timelines averaging 7–9 months and thousands of policies requiring regular review, FPS recognized an opportunity to modernize these workflows and improve efficiency across its operations.
While available tools offered baseline capabilities, FPS envisioned a scalable generative AI solution that could adapt, streamline workflows, and ensure secure control over sensitive data to empower its workforce and enhance collaboration.
Streamlining operations with AI
FPS partnered with LMI to explore how LIGER® could drive transformation and help the agency achieve its mission with greater impact. With FPS stakeholders, LMI deployed a LIGER® pilot, an AI platform designed to transform operations through automation, workflow personalization, and secure communication. Hosted on DHS’s Azure GovCloud, the pilot equipped personnel with tailored tools to modernize processes, improve efficiency, and leverage the power of a secure generative AI platform with sensitive law enforcement data.
Key activities during the pilot included:
- Training and enablement: LMI conducted biweekly user onboarding sessions, live demonstrations, and Q&A forums to ensure users could fully leverage LIGER®’s core capabilities. Training focused on introducing features like chat functionality, collections, workflows, and document design.
- Iterative collaboration: Peer-led adoption became a key driver of LIGER®’s success, with FPS employees collaborating to create and refine workflows tailored to their specific needs. The experimentation encouraged ongoing exploration and meaningful usage of the platform.
- Customized workflows: LMI also worked alongside FPS to configure workflows aligned to critical processes, empowering users to create semi-autonomous tools that addressed inefficiencies in HR validation, policy updating, and report generation.
By embedding LIGER® directly into FPS’s day-to-day operations, the pilot operationalized automation for immediate time savings while laying the foundation for long-term adoption of modernized workflows.
Driving results that matter
The LIGER® deployment has generated transformative results for FPS, enabling key efficiency gains, cost savings, and increased employee engagement—outcomes that are critical for a mission-driven agency operating under resource constraints.
Improved efficiency: FPS saw dramatic reductions in the time spent on labor-intensive workflows, enabling staff to focus on higher-priority tasks that directly contribute to the agency’s mission.
- 88% reduction in time spent compiling weekly reports
- 83% reduction in time spent validating position descriptions against OPM guidebooks
- 94% reduction in time spent grading writing samples from applicants
- 60% reduction in time spent drafting professional report summaries
- 80% reduction in time spent analyzing data and generating next steps
Increased adoption: Approximately 25–30 users log into LIGER® weekly to experiment with its features and create workflows that address their specific needs, while experimenting with new applications of the tool. This organic, peer-driven adoption reinforces the platform’s value in promoting innovation and adaptability across FPS’s workforce.
Enhanced collaboration: Secure communication and tailored workflows empowered employees to streamline inherently complex tasks while maintaining control over sensitive data. Due to FPS’s geographically dispersed operations, this capability ensures alignment and efficiency across nationwide teams.
By modernizing workflows, enhancing collaboration, and reducing inefficiencies, LIGER® positions FPS to redirect its efforts toward mission-critical responsibilities that directly impact public safety and government continuity. LMI looks forward to a continued partnership with FPS, refining LIGER®’s capabilities to meet evolving agency needs and ensured continued mission support.
